After several days now, we normally would see this bug hit. After adding the
two sysctl knobs..

net.inet.tcp.drop_synfin=1
net.inet.tcp.nolocaltimewait=1


This seems to be mitigated on at least so far. I can certainly turn these off
and see if the problem appears again. I can't see how the above would be
related to the issue we were having though...
