You chose a good time to ask this as I've just sorted it all out
myself. Put a file called "refuse" in /usr/sup containing:
doc/es* doc/ja* doc/ru* doc/zh*

No, it's changed with the new format docs. You'll find them in
/usr/share/doc/en_US.ISO_8859-1/{faq,handbook}
