Well, if /boot/loader.rc becomes a standard part of the install which
the user is expected to *modify* rather than delete or substantially
change, and if the code in loader.rc is also sufficiently general to
make most direct modifications unnecessary through hooks to other
files which are more mutable, then that certainly might be a way to
go.
