The VM benefits from a slightly complicated networking setup, which with VNET
simplifies the impact on the host. The VM is considered trusted, so exposing
/dev/pci is not a security issue, and jailing bhyve is not intended as a
security layer. It mainly helps separating concerns from the host a bit.

Also see bug 251046 in which you enabled PCI passthru in jails once already.
