Attempting to create a TAP interface on a freshly-installed FreeBSD
12.0-RELEASE (i386)  system seems to fail:

$ uname -a
FreeBSD server 12.0-RELEASE FreeBSD 12.0-RELEASE r341666 GENERIC  i386

$ ifconfig tap0 create
ifconfig: SIOCIFCREATE2: Invalid argument

Meanwhile it appears that creating tun0 (layer 3) instead of tap0 (layer 2)
does work.
