re-do process to pick up (possibly) redefined $periodic_conf_files

allow $periodic_conf_files to redefined and re-read

this is similar feature that was added for rc.conf years ago in
https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=3D217533 that allows one =
to use
extra periodic.conf files
