The most common tool for the job is mfsBSD. You can put mfsBSD on a USB stick and boot from the USB stick. MfsBSD includes some scripts to start dhclient on all ethernet like interfaces and starts the SSH server by default. You can either use the minimal install er script included in mfsBSD or run bsdinstall over SSH.
