no, the source version distributed with FreeBSD is simply what's been
merged in to the source tree. while this might not be the latest version,
it is a working version. as the old phrase goes: if it ain't broke, don't
fix it.

it's up to the port maintainer to update the version, in this case
"ports@freebsd.org".

no idea, off hand. maybe you have to get rid off the old version first.
