Is this a recent regression, or is it not known? Naturally, it should work.

Unfortunately I can't reproduce on my Ryzen 9 5900X.

It could be related to this pull request just opened yesterday:
  https://github.com/freebsd/freebsd-src/pull/2277

At least, the above patch should tell you if the counter is enabled upon
loading hwpmc. If so, this could be the BIOS making very unhelpful use of CPU
resources.
