Well, it's said that "if documentation does not match code, both are
wrong."  But until we have examples otherwise, I think we should go
for base 2.

Well, look at it this way.  Suppose we settle upon KB=kilobyte,
Kb=kilobit.  This would be a pain to remember, and once the standard
is documented the reader will start to hold us to it.  I would find it
easier to remember, &kbyte; and &kbit; .  The alternative is, "Is that
capital B, or small b?  I gotta look it up, dang it."
