There is a misprint  in both 10.3 release notes and commit message,
about the new vt sysctl key.

the key to enable/disable bell in vt is not
    bell_enable=20
but=20
enable_bell
 into kern.vt 's OIDs.


Moreover, there is still nothing about this in vt(4) man page.
