I'm not sure on how it is in the US, but here in Canada UUnet, at least from my expierence, is quite a nice operation. We've got a single T1 to UUnet Canada in Montreal. Their service is complete and fairly quick, I never get put on hold for too long, and they even filter DoS attacks within a nice 10-15 minute amount of time.
