    packages: Add devd to the minimal-jail set
    
    I didn't add this originally since many jails don't require devd, but
    it's very small (~90kB) and has no dependencies other than clibs and
    runtime, so we may as well include it for parity between minimal and
    minimal-jail.
    
    While here, improve the package description.

+The devd utility is a system daemon that runs in the background all the time.
+Whenever a device is added to or removed from the device tree, devd will
