Here is a simple "wrapper":
-- cut here (wrapper.c) --
#include <stdlib.h>
main()
{
execl("/etc/rc.WHATEVER","WHATEVER",NULL);
}
-- end--
The resulting binary can be setuid root and restricted to your
appropriate /etc/group.
