I've seen a recent surge in the number of ISPs that are offering per-hour rates recently. It seems there are a whole lot of people who only use the internet for a few hours a month and think it's crazy to pay $25 for unlimited usage. When someone comes along and offers $5/month for up to 4 hours and $1 for each additional hour, it looks pretty promising.
