My feelings slightly lie to "if someone does not have a commit bit, then they cannot actually commit a fix to the problem". I have expressed that in the past on IRC etc. but have never documented it as a "policy" because I think there really isn't consensus. Again, in the past, triagers have simply added themselves to the Cc: list.
