So ... we (bugmeister@) have never been 100% consistent on whether or not
a Bugzilla PR can be assigned to a non-@FreeBSD.org address.

My feelings slightly lie to "if someone does not have a commit bit,
then they cannot actually commit a fix to the problem".  I have
expressed that in the past on IRC etc. but have never documented
it as a "policy" because I think there really isn't consensus.

Again, in the past, triagers have simply added themselves to the
Cc: list.

Give that some triagers wind up with @FreeBSD.org addresses but
not commit rights, this may wind up being a distinction without
a difference :-)

But I suppose to clarify in the absence of a consensus, let's go
back to "add yourself to Cc: but don't assign it" for now.
