INSTALL.TXT (and INSTALL.HTM) say:
FIPS does NOT currently work with FAT32 or VFAT style partitions as
used by newer versions of Windows 95.
A recent poster to -doc claims that FIPS has worked with such partitions
for years. I'm quite sure I've seen versions on a couple of Linux CDs
work on them. And I found a recent report (just an off-hand comment) of
it working on FreeBSD in some FreeBSD forum just now.

In both files, change "FAT32 or VFAT" to "NTFS" and remove " 95".
They are in "/usr/src/release/text/i386/".
