Out of curiosity, I have created a fresh 14.3 VM using FreeBSD-14.3-RELEASE-amd64-bootonly.iso including ports collection import, logged in through Putty using the same settings as you had mentioned, and I'm getting ããããã horizontal lines. After adding the two /etc/make.conf lines mentioned in comment #1 verbatim however, the horizontal lines are proper and the config menu looks right.
