Of course, I believe there should be "maintainer" and "maintainers" targets.

Well, what is MAINTAINER used for now? It stands for who is either
"owner" or "active maintainer, the contact for this if you need one"
of the code. In this case, ${MAINTAINERS} would be who you would
contact for the OpenSSH port, Sumikawa san or myself. I don't
really understand what is not to be implicitly understood by the
MAINTAINERS variable, since we all understand what the MAINTAINER
means and MAINTAINERS is just an extension of that logic.
