While the number doesn't matter, it has to be 0, 1, 2 or 3 for the flags to take effect for the console. So, change 4 to 3 and it should work. Alternatively, remove the flags hint for uart.4 and instead set the following in /boot/loader.conf: hw.uart.console="io:0x3f8" This is the new and improved way of setting up a serial console.
