Bill Fenner stands accused of saying:

escapetime=3 is adequate for a 14k SLIP link. escapetime=2 is
necessary for local xterm operation.

This is with :

Version 1.79 (10/23/96) The CSRG, University of California, Berkeley.

The older version on my system at home is usable as-is with its
defaults over several laggy 14k links :

Version 1.34, Thu Aug 18 04:07:48 1994
The CSRG, University of California, Berkeley.
