It builds fine, but does the wrong thing due to the incorrect encoding.

I had a lengthy discussion with upstream about this issue.
I pass --no-convert to disable Unicode mode (which doesn't work for the MO file
shipped in this package).  I had in the past also set the locale, but that was
removed at some point, I don't recall the specific circumstances.  Given that
it's again broken (see bug #257905), I think the port may actually need the
locale setting after all.
