I'm closing this as bapt answered the original question: the correct way to
restore the pkg database is `xzcat /var/backups/pkg.sql.xz | pkg shell`. The
smaller database size after restore is expected (vacuum effect). The remaining
documentation gap (FreeBSD Handbook) is tracked separately via the needs-patch
keyword.
