For working with needed locale I do after installworld:
root@cheetah;/usr/share/locale>rm -rf ru_UA.KOI8-U
root@cheetah;/usr/share/locale>cp -rp ru_RU.KOI8-R ru_UA.KOI8-U
root@cheetah;/usr/share/locale>cp -p uk_UA.KOI8-U/LC_CTYPE ru_UA.KOI8-U
After that it works:
root@cheetah;/usr/share/locale>LANG=ru_UA.KOI8-U perl
root@cheetah;/usr/share/locale>
