We are considering the possibility of exempting the Handbook from the
doc freeze. Unlike the release notes, changes to the English language
handbook are usually not translated immediately anyway.
So, unless this will cause a problem for any of the translators, we
will exempt the Handbook from the freeze and encourage work on the
third edition Handbook to continue.
Please let me know if this is a problem or if you have any questions.
