This is not true, I have run Bt946's set to IntB, it is *heavly*
PCI BIOS dependent on what you can and can not do here as far
as moving things around!  I am pretty darn sure I can also go
make an NCR810 card work on int B, C or D if I wished to.

Not true, I have run the BT946 is edge mode :-).
