Is there a firewall guarding the webserver ? If yes, maybe itīs not able to handle that many connections ? 2. The Router providing the WAN connectivity - maybe itīs not able to handle that many connections ? 3. In case your WAN router is doing NAT and uses port based mappings to forward requests on port 80, maybe the routerīs translation tables are full ?! This seems most likely to me: the router can not handle any more requests from the outside - resulting in "connection refused" messages. Still you are able to connect from your LAN, say an IP address like 192.168.0.x.
