The user's browser is configured incorrectly. Quoting from that page;
<H2><A NAME="24"></A>2. Installation<A NAME="install"></A></H2>
<H3>2.1. <A HREF="FAQ25.html#25">Which file [...] FreeBSD?</A></H3>
If their browser shows level 2 and level 3 headings in the same font size
there's nothing we can about that.
