Hello!

Please add the attached patch into lang/python31/files. It is similar to=20
the patch included for lang/python26. Without something like this, UTF-8=20
locales don't work correctly out of the box. It seems that Python still=20
assumes Linux conventions in locale charset naming (at least for UTF-8).
