With 2.6.x I have to run pkg -N as root now though the database is readable for everyone. Otherwise it reports, pkg: package database non-existent. Maybe just a stupid idea, but how about simply use an older version of pkg to fix that? I have not updated pkg on many machines since 2.4.x was released and on all of those I still get usable output.
