The operational value is making certctl compatible with things that will on=

use a CAfile.  CAfile has to exist in the real world, and if certctl doesn't
provide it, we get things like bug #283932 with as-released code/configs,
instead of "it just works".

Do you have data showing operational problems with CApath and CAfile
intersecting?

I ask because I currently have this version of certctl on my servers (CApath
and CAfile with an empty disjunct), and everything--pkg, svn, fetch, wget,
curl, perl scripts, python scripts--it all works.
