While upgrading from 10.3 to 11.0p1

That complains with "pkg-static: Warning: Major OS version upgrade =
detected.  Running "pkg-static install -f pkg=E2=80=9D recommended=E2=80=9D=
  but appears to work.

portmaster -af

Isn=E2=80=99t in the path.
