Hm, I didn't think /etc/shells was even used by sshd / login class
code. At first glance, /etc/shells (_PATH_SHELLS) appears to only
be used with (get|set|end)usershell(3) functions, and those aren't
used by sshd / login class stuffs.
Anywho, to answer your question, no, /etc/shells hasn't changed.
It's still the same as one we plopped in at some point in 2000.
