Yes, this is what I was looking for, but it's a symptom of the problem rather
than the root cause.  In particular, a thread is waiting to run on a particular
CPU (in order to read hwpstate MSRs) but is not getting scheduled.

It would be useful to see the full procstat output.  Then we can see what else
is on-CPU.
