Log:
MFC *: Add a -C (create) option for newsyslog, and a 'C' flag for
entries in the config file. If the -C option is specified once,
then newsyslog will create any entries which specify the 'C' flag.
If -C is given twice, then newsyslog will create all missing log
files.
