I bet you will find that your internal modem card is found by the boot time hardware probe, but it gets classified as <unknown card>. I also have this same problem trying to use my internal zoom PCI/plus and US Robotics PCI Performance Pro Modems. Both have onboard controllers and dsp. I even disabled the bios com port and commented out Sio0 and Sio1 in the kernel source and recompiled the kernel so the modem card could default to Sio0. Still get 'device not configured' message. There must be some other FBSD file that needs to be configured to recognize the unknown card as a modem device.
