Providing for news reading works pretty much like any other information distribution service: you install a server, and users run clients that talk to the server to get the information. While it's possible to get news to your server with the same mechanism, it sounds like you're planning to get all the news, or close to that. For that, you're better off getting a feed. That's a push mechanism, as the feeding server decides which articles to offer you. You should check with your ISP to see if they offer that service.
