I see that others have answered some of your questions, so I'll just
answer the others.

/usr/local/share/doc/fdp was a short lived experiment, and since last week
the docs have installed under /usr/share/doc, and then another subdir
showing the language and encoding. If you update your installed copy
of the docs you should find it works as expected.

Historical accident, I suspect. IMHO, it should really by something like
/usr/share/man.ja_JP.eucJP (and, for that matter, the English ones should
be in /usr/share/man.en_US.ISO_8859-1, with /usr/share/man being a symlink
to the appropriate directory).

The Japanese translation team is the only one to translate the manual pages
to their language at the moment. None of the other translation teams have.
In a project like this you take what you can get.

The French docs will be imported into the tree 'soon'. I've had French
docs ready for the tree for about 4 or 5 months, and held off importing
them because of the up-coming doc/ repository changes. There was no point
in importing them just before the change, only to have them move around
the tree, and at the time I thought the change would take considerably less
time than it eventually did. Currently, I'm liasing with Sebastian Gioria,
who is my contact with the French documentation project, waiting to hear
the final word back from him that my infrastructure changes to their
documentation don't cause them any problems. Once I hear back from him
about this doc/fr_FR.ISO_8859-1 will be imported very quickly.
As for German and the other European languages, I haven't heard from the
respective translation teams about importing their work in to the CVS
tree. But it's a good point, and I'll be e-mailing the different teams
about this now. Thanks for bringing it up.
