There is always new development/bugfixes going into 2.2. Just a few hours after 2.2.5 came out some fixes were committed. So if you wan to stay on the best 2.2, track RELENG_2_2. The RELENG_2_2_5 tag is static and will not be slipped, so once you have it you won't get anything new.
