The files start_if.${ifn} depend on rc.d/network1 and ${ifconfig_*} variables,
and rc(8) manpage should not be specific for a certain rc.d/ script. So I think
rc.conf(5) is a better place. JFYI, NetBSD's counterpart of rc.conf(5) includes
a description of /etc/ifconfig.xxN.
