Probably a better method than this is to create a new group, and add apache, and all of the users to that group. As for increasing the limit, there is probably a reason for there being a limit (ie possibly a speed thing?). I am sure however, if you really, really, really wanted to, you could modify the FreeBSD source code to increase the limit.
