To change the number of descriptors in the queues, use the "dev.em.0.iflib.override_ntxds" and "dev.em.0.iflib.override_nrxds" sysctls. These are marked as tunables, so you can also set these in /boot/loader.con= f, and iflib should use these values when the driver is loaded. For "options EM_MULTIQUEUE", it appears that only really changed the driver= for the 82574 adapter in 11, so that option wouldn't have applied to your i217 adapter.
