The private hal build works in legacy mode modulo known issues (many 
people have reported it's good enough for day-to-day use).  It is not 
committed because it has known regressions relative to the hal in CVS 
and I've had no time to resolve those problems.  I hope to work on this 
stuff after 7.0 goes out.
