The authors of those pages chose to do something different than the manual page compilers specificy for the name section, and we are rendering it as the authors intended it to display. I think workarounds for out of spec behavior are generally harmful. I'm going to close this, but cc the maintainer of man.cgi, who can reopen it if he desires. If interested, you could work with those projects to improve the conformance of their manuals to the specification.
