Subject: How to send parameter to shell at user login?

I would like to create a user with a restricted shell. Bash allows
this by sending a parameter to the shell. I tried going into vipw and
adding a parameter to the shell, but it did not recognised it.

Do I need to create a shell script that calls bash with the
parameter? Any other way to send a parameter to a shell for a user?
