There's a broken link at:

ATM, the link to the announcement of 4.11RC2 goes to some obscure post
on stable.

Is the usual procedure to file a pr for this sort of problem? If so, I
will happily do so.

BTW, I see that tidy is run over the web pages, what flags/args are used?
