Apart from removing the SF MASTER_SITES, I don't see how this is a clean up.

While upstream has not provided a docs tarball for 1.17.1, the docs tarball
sync still isn't correct. While sibling project numpy has started to trend
towards only providing docs for major versions only, and the logic may appear
to extend to scipy, both are still merely speculation. Therefore trying to put
a variable for the docs tarball in this case is incorrect.

Agree with vvd@ wrt makesum. I personally don't enable DOCS on this port when
building it normally (ie not poudriere-testport) so updating the checksum on
the docs tarball can get easily missed this way. I understand the want to
reduce distfiles fetching when options are disabled but all the distfiles need
to be listed in distinfo at all times.
