Log:
Initial restructuring, reorganization, etc., of the handbook's PPP and
SLIP chapter. I'm still not certain we really need to keep the SLIP
section around, but until it's been discussed, it stays put. While I had
my nose in here I also updated some of the more crufty bits and fixed a
few typos/grammar errors here and there.
