Poor choice of words on my part; indeed, if there is no chance of a 
mouse being connected, IRQ 12 is free for other uses.  In most cases, 
there will be PnP information available to support this decision.

Ok; I get the impression that many systems don't support hot-plugged PS/2
mice, so we can probably go with the same.
