Thanks, Kirk.

I was bisecting local enironment, and my issue was related due to
dropping https://github.com/DankBSD/ports/commit/56cb9dc72 and
overriding sys.mk variables in make.conf instead, which led to
include bootstrap being skipped for some reason.
